Woman stuck in `death trap'

KAREN Heald, 45, of North St Marys, says she is living in a death trap.

If a fire blocked the front door, Ms Heald would not be able to get out, because there is no rear wheelchair ramp.

Born with spina bifida, Ms Heald said she was misled by false promises into a Housing NSW dwelling.

She inspected the property 18 months ago and agreed to take the house, but only if a rear ramp were to be installed.

Many calls and months later, she says, she has been told to stop ringing because there are no funds.

To dry her clothes, Ms Heald has to wheel herself out the front, around the side and through the gates with a tub of washing on her lap.

The screen doors and flyscreens don't work, the carpet is ``terrible'', the lounge room ceiling leaks, the kitchen floor cracked, the shower curtain is held by a piece of wire, and the hand-held shower-head and pole are broken.

The ageing water system often deprives her of hot water for 48 hours.

``I can't ring the department all the time and they put you on hold for too long,'' she said.

``To get everything done myself costs too much as I'm on a disability pension.''

A Housing NSW official said ``they were sympathetic to the needs of Ms Heald'' and made several changes to the property before she moved in.

These included adjustment to rear gates and a new concrete pathway at the front for easier wheelchair access.

The official said Housing NSW had no record of an agreement for a second ramp and that an inspection in July revealed it was not feasible to provide a rear ramp due to the property type and land size. The official also said that Housing NSW did not know many of the repairs and maintenance issues raised by Ms Heald before the Star inquiries.

The department said it wanted tenants to contact the Housing Contact Centre for all maintenance inquiries on 1300 housing.

The official said an inspection of Ms Heald's premises would be made this week to assess what repairs were needed.

And there is some good news for Ms Heald. The official said the carpet would be replaced by next Monday, March 22.

My partner requires a fully modified wheelchair accessible home, due to being on Pension we have no choice but to seek through Housing NSW. He has not had access to the TOILET for 6yrs my health/role as his carer has been greatly affected greatly also. We dont have fly screens, one of our screen doors is help up by a piece of rope, the other barely closes. Although we have a rear ramp, a wheelchair cannot be used on the ramp. A wheelchair cannot be pushed through the doorways. The kitchen cannot be accessed in a wheelchair. There are cracks in the ceiling, foundations which have been clearly covered up with paint. A financial advisor from Housing NSW stated that he could fix everything needed for accessibility, but he could not change the rear ramp which still leaves the house inaccessible. It was either settle for this Semi-Modified House or stay in a Townhouse - where only the one ground-floor room can be accessed. No toilet access. No shower access. No access entry of townhouse. We were given no choice, I watched my partners health deteriorate, it took Housing NSW 3 long years to offer us a Semi-Modified House. We are still waiting for a fully modified w/chair accessible house.
